B. Timothy Barksdale PsyD, LMSW, NADD-CC, senior executive director of clinical services at Merakey, has been recognized by Marquis Who’s Who Top Doctors for dedication, achievements, and leadership in health care.

With four decades of experience in mental health, Mr. Barksdale has specialized in intellectual and developmental disabilities, multicultural issues, depression, and anger management. He currently serves as the senior executive director of clinical services at Merakey, a role he has held since 2017, where he oversees initiatives and committee work across Pennsylvania, manages the operations office of the Pennsylvania Psychological Association, and supervises a team of 50 clinicians supporting individuals with intellectual and developmental disabilities across six states. He also leads the development of the annual convention and supervises the executive director and staff. Previously, he developed a clinical program for individuals with intellectual disabilities at Horizon House Inc. and served as director of clinical and behavioral health services there from 2013 to 2017. His career includes roles as clinical team leader at Horizon House Inc. from 2012 to 2013, clinical psychology resident at Holcomb Behavioral Health Systems from 2011 to 2012, and behavioral health consultant at Philadelphia Coordinated Health Care from 2008 to 2011. Earlier positions include clinical therapist and associate director at Empowerment Resources Associates Inc. from 2006 to 2008, consultant and reviewer at QEST Inc. from 1995 to 2008, and clinical therapist at CATCH Inc. from 1994 to 2007. Additionally, he has been an adjunct professor of psychology at Arcadia University from 2018 to 2022, Capital Seminary & Graduate School from 2012 to 2018, and Mercer County Community College from 2004 to 2006.

Mr. Barksdale has been an active member of the Pennsylvania Psychological Association, currently serving as chair of the board of directors, with past roles as president and president-elect. He has been on The NADD board of directors and co-chaired its clinical certification committee. He also chaired the public interest board and the committee on multiculturalism at the Pennsylvania Psychological Association. Additionally, he is a member of the American Psychological Association and serves on the board of governors at Friends Hospital. Mr. Barksdale founded and directs homeless outreach at Chosen 300 Ministries, Inc., in collaboration with The African Episcopal Church of St. Thomas, and was vice president of Chosen 300 Ministries Inc. He also served on the board of directors at Spectrum Health Services, Inc. He has made notable contributions, such as revising the Clinical Certification Committee criteria of the National Association for the Dually Diagnosed to include diversity as a core competency. He has received several honors, including the Wolf Wolfensberger Valor Award for Outstanding Service in 2023, Man of the Year by The African Episcopal Church of St. Thomas in 2021 and 2010, and Member of the Year by The NADD in 2018. He was also awarded the Early Career Psychologist Award by the Pennsylvania Psychological Association in 2016 and recognized for Outstanding Contributions to Psychology in 2015.

Laying a solid educational foundation, Mr. Barksdale earned a BA in elementary education and special education from Eastern University, followed by coursework in special education and teaching at Hampton University and clinical psychology at Immaculata University. He went on to earn a Master of Arts in human service psychology from La Salle University in 1998 and a Master of Science in clinical psychology from the Philadelphia College of Osteopathic Medicine in 2011. He completed his education with a PsyD in clinical psychology from the Philadelphia College of Osteopathic Medicine in 2012. His certifications include Licensed Master Social Worker and Certified Clinician from the National Association of the Dually Diagnosed. In the coming years, he aims to further strengthen the clinical team at Merakey and expand his efforts to assist the homeless population. He is committed to enhancing access to mental health services for individuals with intellectual disabilities and plans to continue educating the psychology and psychiatry professions on the unique needs of people with intellectual and developmental disabilities.
