With nearly three and a half decades of experience to his credit, Mr. Toe has established a successful career in public health, currently excelling as a malaria advocacy specialist and consultant at UNOPS, a role he has held since 2019, and as an independent insurance broker. His experience also includes being a country representative at The Carter Center from 2011 to 2013, a technical assistant to the Chad Guinea Worm Eradication Program at The Carter Center in 2011, and a technical assistant to the Mali Guinea Worm Eradication Program at The Carter Center in 2010. His earlier positions include serving as a health and nutrition program officer at UNICEF from 2005 to 2009, a technical assistant to the general director of public health at the Ministry of Health from 2002 to 2005, and a district manager of the Titao, Kaya, and Orodara health districts with the Ministry of Health from 1991 to 2001. Laying a solid educational foundation, he earned a Doctor of Medicine from Cheikh Anta Diop University in Dakar, Senegal, in 1990 and a Master of Public Health from the Institute of Tropical Medicine in Antwerp, Belgium, in 2002. He also holds a Florida 2-15 License, a certification that allows an individual to work as a life insurance agent and health insurance agent within the state of Florida.

Dr. Toe takes great pride in being recognized for his outstanding leadership in successfully establishing the Carter Center office in Chad. Previously serving as a technical assistant in Mali, he was handpicked by the organization to spearhead the opening of the Chad office. Looking to the future, he is focused on launching his insurance activities and gaining further recognition for his contributions to public health, and is eager to expand his influence and make significant strides in the insurance industry. Despite being away from the international public health sector for over a decade, he remains optimistic about his potential growth in the insurance field. Additionally, as an independent insurance broker collaborating with renowned carriers such as Humana Inc. and Aetna Inc., he aims to make a profound impact through his contract work with a field marketing organization. Specializing in Medicare, Affordable Care Act policies, and other life and health insurance products, he is also actively exploring possibilities in financial education with another company. His ultimate goal is to elevate his knowledge and presence within the insurance industry while upholding the well-being of his family.
