Most recently serving as the vice chairman in the department of ophthalmology and otolaryngology at Wheeling Hospital from 1975 until his retirement in 2003, he previously acted as a physician of otolaryngology, head and neck surgery, and allergy in a private practice from 1969 to 2003. Alongside his primary endeavors, he was a clinical associate professor at the School of Medicine at West Virginia University in 1989.
Earning a Doctor of Medicine from Seoul National University in 1962, Dr. Seung completed an internship at the Hospital St. Raphael in New Haven, CT, from 1963 to 1964, a residency in general surgery and otolaryngology at St. Louis University Group of Hospitals between 1964 and 1968, and a fellowship in otolaryngology at Mount Sinai Hospital, New York City from 1968 to 1969. Appointed Assistant Professor at Mount Sinai School of Medicine in 1969. He is a diplomate of the American Board of Otolaryngology. Was also a Course Director in Wheeling, West Virginia and was Course Director for a 3-day course in Cincinnati, Ohio.
Dr. Seung has published myriad articles to esteemed scientific journals throughout his career. A fellow of the American College of Surgeons, he has maintained membership with the American Medical Association, the American Academy of Ophthalmology and Otolaryngology, the Southern Medical Association, and the West Virginia Medical Association, among others. He considers teaching to be the highlight of his career.
