Kathleen Maurer, Former Regional Medical Director at VitalCore Health Strategies, has been recognized by Marquis Who’s Who Top Doctors for dedication, achievements, and leadership in healthcare in correctional institutions.

After obtaining a Bachelor of Arts in geography from the University of Hawaii at Manoa in Honolulu, Dr. Maurer followed with a Master of Arts in geography and environmental studies at the University of Toronto in Canada, where she served a university teaching assistantship. She continued her education with a Master of Public Health and a Medical Doctor from the Yale School of Medicine in New Haven, Connecticut and subsequently completed an internship and residency in internal medicine with Parkland Memorial Hospital at The University of Texas Southwestern Medical Center in Dallas. Dr. Maurer then served fellowships in occupational and environmental medicine and preventive medicine at the Yale School of Medicine and earned a Master of Business Administration from the University of Connecticut in Storrs.

Dr. Maurer is board certified in addiction medicine by the American Board of Addiction Medicine (ABAM) (2015); is certified as a mediator with 40 hours classroom instruction by the University of Connecticut Labor and Education Center with Quinnipiac University Center on Dispute Resolution (2008); holds a Medical Review Officer Certification (1996-2007) and an American Board of Independent Medical Examiners (ABIME) Certification (1997-2000). In addition, she is board certified in internal, preventive, environmental and occupational medicine and licensed to practice in the states of Connecticut and Texas.

Dr. Maurer provided superior care as an occupational physician from 1990 to 1991 with Immediate Medical Care Center in Hartford; medical director from 1991 to 1994 with the Berlin Steel Construction Company; and executive director of the Connecticut Road Industry Surveillance Project and an associate research scientist with Yale School of Medicine from 1991 to 1996. She further excelled as an occupational physician with Occupational Medicine Services of Immediate Medical Care Center in Hartford and consulting medical director with Bradley Healthcare for Business, Bradley Memorial Hospital and Healthcare Center (The Hospital of Central Connecticut), Hartford HealthCare in Southington from 1995 to 1997.

From 1996 to 1999, Dr. Maurer flourished as consulting medical director with Johnson & Johnson Medical, Inc. in Southington and from 1997 to 1999 as assistant director with the section of occupational medicine with Saint Francis Hospital and Medical Center, Trinity Health of New England in Hartford. She further made an impact as medical director with Sikorsky Aircraft Corporation (now Lockheed Martin Corporation) in Stratford from 1999 to 2006, as associate medical director and vice president with The Hartford from 2006 to 2009 and assistant medical director with Correctional Managed Health Care (CMHC) at the University of Connecticut Health Center (UConn Health) in Farmington from 2010 to 2011.

Dr. Maurer found success as correctional medical director and director of health and addiction services with the Health Services Hospice and Palliative Care Program with the Connecticut Department of Correction in Wethersfield from 2011 to 2018. She served as chief addiction services officer with the Connecticut Department of Correction and a consultant with the American Correctional Association from 2018 to 2020, and from 2020 to 2021 as regional medical director with VitalCore Health Strategies, a premier provider of health care in correctional institutions.

Dr. Maurer’s many career honors include a Community Partnership Award from the APT Foundation in 2006. In addition, her work with the Connecticut Road Industry Surveillance Project  was selected as One of Five Best Projects by the National Institute for Occupational Safety and Health (NIOSH) in 1996. In addition, Dr. Maurer garnered a  Best Article of the Year Award from the Steel Structures Painting Council in 1995 and additionally captured a Health Authority Award, Marie Nyswander Award and a Leonard Teaching Fellowship with Hartford Hospital.

Dr. Maurer’s hard work, honesty, passion for ethics and courage allowed her to go the distance professionally. She adds that it is has been helpful to have a strong focus on helping people who have made destructive decisions climb back to recovery and receive another chance to reshape their lives. She also believes that some people have to work to make other people’s lives better. In the coming years, Dr. Maurer is interested in finding new ways to help patients in corrections. A core part of her goal is to help educate people who do not do well in corrections, and change how the criminal justice system treats criminals in light of the fact that the majority of them commit crime as a result of substance abuse. She believes that incarcerating people for mental health and substance abuse issues requires mental health care that the system does not adequately provide.
